The Simi Valley City Council voted to leave in place a 2005 ordinance governing the percentage of allowable pavement in the front yards of single family homes.  50% of yards must be landscaped.  Councilman Mike Judge had brought the issue to the Council at the request of his constituents.  Older tracts in the city do not have enough square footage to support more paving on their lots under the current regulation.  These owners cannot park recreational vehicles on their own property.  Street parking of RV’s was also banned by the 2005 ordinance.

Judge commented on the ordinance as it now stands: “It is a complete overreach of government.”  He spoke of the neighborhood where he grew up and where his constituents have an issue with the 2005 law.  “The neighborhood has no side yards. Five feet at most.”   He further said, “Wood Ranch, Bridle Path, we should make a consideration for these types of properties to park an RV’s… a trailer…For places that have no other option.”

Several residents of the upscale Bridle Path equestrian development expressed their concerns about the law in the meeting’s Public Comments section.  They wanted: “Clarification of the law to store horse trailers.”  “Amend the law with smaller yards to allow parking in front.” “Code enforcement has been up there.”

Councilmen Keith Mashburn spoke about code enforcement, saying: “We created a problem when you don’t do proactive enforcement….why me?  Because your neighbor doesn’t like you.  We let it get out of control.   We should be proactive, at least on this issue.”

Mayor Huber commented, “If a person buys an RV and doesn’t do their due diligence…They should have known they cannot store an RV…after 2005 or say, the last five years. “  He concluded about the ordinance, “I think it’s fair to most people.”

The matter was filed and no further action will be taken.  The Council will discuss back and side yard regulations at a future date.

They also voted on new formulas for hen and rabbit keeping in residential developments.   Approved a recruiter for the city attorney position and a salary range was set from $162,168 to $210,816 since the old range was 20% off market. Discussed was the yearly review of solid waste and recycling fees charged to residents and businesses.  There are two companies operating in the city, G.I. Rubbish and Anderson Rubbish.  A 2% increase in fees was approved starting January 1, 2014.   Simi Valley is still has one of the lowest fees for this service in the County.
